FINANCE DIRECTOR/DEPUTY CONTROLLER ADMINISTRATOR

Description: Under the general direction of the County Administrator, responsible for ensuring that a system of accounting is installed and properly kept in all County functions, as well as providing administrative support and direction to other departments regarding fiscal management and financial controls. Plans and organizes the County budgeting methods and process, auditing and analyzing information for budget proposals, and carrying out various tasks related to administration of the budget.  Provides assistance to the Administrator and the Board of Commissioners in developing financial policies for the county. Serves as the primary liaison to the Treasurer’s Office. Acts as the Controller/Administrator in his/her absence.

Essential Functions

  • Supervises staff assigned to payroll, accounts payable, veterans affairs, community corrections coordinator, and clerical staff within the Administrator’s office, includes interviewing and recommending candidates, training, assigning work, scheduling, and reviewing work products. 
  • Has primary responsibility for preparation of the annual budget. Meets with departments to review proposed budgets and works with the Administrator in examining budget detail. Reviews and analyzes budget amendments. Conducts costing analysis for items such as union contracts, capital projects, and new or expanded programs.  Performs regular reviews for budget compliance and recommends to departments any needed changes to budget. 
  • Analyzes and interprets fiscal records and prepares financial statements that reflect the accurate condition of the county.   Establishes financial management internal controls to ensure the long-term integrity of the county’s finances. 
  • Oversees the implementation and use of Generally Accepted Accounting Principles in all financial and accounting processes.  Incorporates authorized changes to accounting systems to ensure efficient systems of financial management and compliance with all applicable standards and regulations.
  • Has primary responsibilities in the preparation of the annual audit report.  Serves as a resource and liaison with outside auditors.  Coordinates the implementation of systems to correct problems identified by the auditors.  Ensures development of proper audit trails.
  • Performs year-end closing.  Closes out old accounts payable and receivables and completes purchase order year-end adjustments.  Oversees the preparation of data for 1099’s and W-2’s and performs other related accounting activities to close the current year's books. 
  • Compiles and prepares a variety of monthly, quarterly and annual financial reports.  Ensures that financial systems are maintained in sufficient detail to produce adequate cost, financial and statistical data for management purposes, and to meet statutory requirements.
  • Performs accounting procedures for all grants received by the County.

Employment Qualifications
Education: Bachelor’s Degree in accounting or finance.
Experience:  Five years of progressively more responsible governmental accounting experience which include budgeting, auditing, payroll, benefits, grants, and general and subsidiary ledgers. 
Other Requirements: CPA desirable.

Building Inspector – Full Time
Job Description: The Mecosta County Department of Building and Zoning is seeking a full-time building inspector. The inspector will work under the Building Official to provide review of projects and inspections and blight enforcement as needed.  The applicant needs to have basic computer knowledge, including Microsoft Word, excellent customer service, and attention to detail.  They must be able to work in a fast-paced environment.  Starting wage is $24.21/hour.

Minimum Job Requirements:
 - High School diploma or equivalent
 - Possess a valid Michigan Driver’s License
 - No felony convictions
- Michigan Residential Builders License
- Obtain within 30 days of employment a Michigan Building Inspectors Registration

ASSISTANT PROSECUTING ATTORNEY

Description: Under the supervision of the Prosecuting Attorney and the Chief Assistant, reviews and authorizes warrant requests for felony and misdemeanor cases, juvenile petitions, and mental health petitions.  Primary responsibility is for criminal prosecution in District Court and juvenile delinquency proceedings in Family Court.  May assist with other matters as assigned.
Minimum Qualifications:
            Juris Doctorate Degree from an accredited Law School

ENFORCEMENT SPECIALIST & INTERGOVERNMENTAL CASEWORKER

This position provides support in the enforcement of court orders and the issuance of income withholding orders.  Additionally, the position serves as the Friend of the Court’s intergovernmental caseworker, facilitating communication and coordination on child support matters across different jurisdictions.

Essential Functions

  • Assist in the enforcement of court ordered child support obligations according to the Support Enforcement Act. Analyzes case data and screens cases for civil contempt proceedings including sending arrearage notices and/or scheduling and filing a motion to show cause.
  • Regularly meets with clients, conducts meetings prior to show cause hearings, confers with both parents, attorneys, state agencies and others regarding enforcement and related procedural questions.
  • Conduct interviews with individuals arrested and detained at the county jail on Friend of the Court bench warrants.  Evaluate their financial capacity to post bond and make necessary adjustments.  Determine if the individual needs to appear at a subsequent show cause hearing.
  • Assist in the preparation and issuance of bench warrants in compliance with applicable state laws.  Ensures timely recall of warrants upon individual’s arrest or resolution post client meeting.  Enter warrant information into the LEIN system via the Michigan Child Support Enforcement system.
  • Is prepared to appear in court as necessary to present case specifics and testify regarding the facts of the case.  Attend show cause hearings before the court as necessary.
  • Monitor assigned cases by producing and reviewing daily and monthly mandated reports to assess enforcement needs.
  • Monitor the incarceration status of clients to determine the appropriate enforcement action.  This includes assessing whether individuals are detained and if so, evaluating the situation to decide the necessary steps needed to comply with regulations regarding incarceration abatements.
  • Coordinate the establishment, modification, and enforcement of child support orders across state or international boundaries. Serves as the primary point of contact for intergovernmental child support cases.  This includes facilitating communication and coordination between multiple jurisdictions by interpreting and applying relevant laws and regulations across different jurisdictions.
  • Initiate, amend, and terminate income withholding orders.  Includes investigating and verifying sources of income, interpreting support orders to assure income withholding orders are properly issued, and responding to inquiries or complaints regarding the income withholding process.  
  • Oversee suspense accounts, implement holds on funds as necessary under the direction of the Account Supervisor.

 

Employment Qualifications 

Education: Associate degree or equivalent coursework in human services. Prefer some advanced coursework in human services areas.

Experience: Five (5) years of experience in the legal system; preference given to experience with domestic relations issues and the Friend of the Court.

CORRECTIONS OFFICER

The Mecosta County Sheriff’s Office is seeking to fill a full-time Correctional Officer position.  The successful candidate should possess solid leadership/supervisory skills, be a creative problem solver with sound judgment/critical thinking abilities and be able to work effectively under stressful situations.

Must also possess strong communication/interpersonal skills and be able to manage inmates of various ethnic/socio-economic backgrounds while monitoring their behavior within a secure environment.

Work Crew Supervisor
Under the supervision of the Director of Community Corrections, direct, oversee, and supervise community service clients to and from work projects. Prepare and supply written reports or statements as may be required by the Director. Prepare daily work log in detail.
Employment Qualifications:  
• Ability to effectively communicate with and supervise individuals who have broken the law, both misdemeanants and felons.
• Ability to independently carry out responsibilities with a work crew in remote locations throughout the county.
• Familiarity with the proper use and care of maintenance equipment, such as lawnmowers, trimmers, etc.
• Certified in FIRST AID and CPR upon hire or within one month of hire.
Education: High school diploma or equivalent with additional course work in social work, psychology, sociology, counseling, criminal justice, or related area preferred/ helpful, but not required.
Experience: Six months to one year of supervisory experience, with some criminal justice experience, preferred, but not required.
Work Schedule: Four days a week from 8:00am to 3:00pm
