This Notice of Letting, the plans, specifications and bid proposal shall be considered a part of the Contract. The Contract will be let in accordance with the Contract Documents now on file at Mecosta County Drain Commissioner’s Office and available to interested parties. Bids will be made and received in accordance with these documents. Bidding Documents, including plans and specifications, may be examined at the following locations:

An additional charge of $50.00 will be required for sending out printed versions of the Bidding Documents.

A MANDATORY pre-bid conference will be held on Thursday, February 9, 2023, at 10:00 a.m. at the Mecosta County Drain Commissioner’s Office, 14485 Northland Dr., Big Rapids, Michigan, 49307 Representatives of the Mecosta County Drain Commissioner and Engineer will be available at the pre-bid conference to discuss the Drain Contract. Prospective Bidders are required to attend and participate in the pre-bid conference. Attendance will be taken. Only bids from Bidders in attendance at the pre-bid conference will be opened. All other bids will be considered non-responsive and will be disqualified from bidding on the Drain Contract. The Engineer will transmit to all prospective Bidders of record such Addenda as the Engineer considers necessary in response to questions. Oral statements may not be relied upon and will not be binding or legally effective. You must download the Contract Documents from QuestCDN to bid on the project, to be included on the plan holders list, and to receive Addenda. The Contractor is responsible for ensuring all addenda have been received and acknowledged prior to submittal of the bid.

A 5% bid security deposit in the form of a cashier’s check, money order, certified check or bidder’s bond shall be submitted with any bids. No cash will be permitted. The security deposits of all unsuccessful bidders shall be returned after the Contract is awarded.

The Contract will be awarded to the lowest responsive and responsible bidder giving adequate security for the performance of the work and meeting all conditions represented in the Instructions to Bidders. The Contract completion date and the terms of payment will be announced at the time and place of letting. If no satisfactory bids are received, we reserve the right to reject any and all bids and to adjourn to a time and location as we shall announce. 

The following is a description of the several tracts or parcels of lands constituting the Ives Drain Drainage District:

 The description of area that is served by the Ives Drain consists of lands situated in Section 22 of Big Rapids Township, T.15N.-R.10W.; Sections 14-15 and 22-23 of the City of Big Rapids, T.15N.-R.10W. in Mecosta County, Michigan.
